I've always wanted to excel in fifth grade polynomials, it seems like there's a lot that can be done with it that I can't do otherwise. I've browsed the internet for some useful learning tools , and checked the local library for some books, but all the information seems to be targeted at people who already know the subject. Is there any resource that can help new students as well?

Yeah, I think so too . Algebrator explains everything in such great detail that even a amateur can learn the tricks of the trade, and crack some of the most difficult mathematical problems. It elaborates on each and every intermediate step that it took to reach a certain solution with such finesse that you’ll learn a lot from it.
It’s amazing that a software can do that. I didn’t expect something like that could really help in algebra. I’m used to be taught by a tutor but this really sounds cool. Do you have any links for this software ?
